ramxLocal-IRC is a simple IRC server which can handle up to 55 connections at the same time. This tool was coded around 3 years ago, im re-posting it as it still works. Some may ask what this tool does, well it is a very simple program which opens a port for listening, allowing IRC client to connect to it.
This tool was actually used by me while i was coding a mIRC script as i wished to test it offline, but this small tool can also be a full pledge irc server which you can run locally allowing everyone from around the world to connect and chat.
Note : You will need mswinsck.ocx file to run this program. Basically by this time everyone already have it by default.
